But the ERA wasn’t a new idea.   It was first brought to Congress in 1923, four decades before Chisholm’s term, but gained little traction. Chisholm’s vocal support would help propel the ERA to pass both houses of Congress and be ratified by 35 states by 1977, though eventually falling three states short of passage.   Gender equality, anti-poverty policy, and educational reform were all key issues for Chisholm, who was the first African American woman elected to Congress. When she ran for president in 1972, she was also the first woman and the first African American to seek the Democratic Presidential nomination.
