After the assassination of President Moïse, in 2021, Haiti spiralled into chaos. There are now an estimated 200 active gangs, and they dominate as much as 90 per cent of the capital. There have been at least a dozen massacres by gangs fighting over turf, killing more than 2,000 Haitians since the beginning of the year. Yet no international force has been willing to incur the risk and expense of an intervention. Exasperated by the international inaction, Haitians have begun taking the law into their own hands.
