If you eat seafood, you’ve likely consumed fish caught by China’s fleet. The country now catches more than five billion pounds a year from distant-water fishing. Its seafood industry, which is worth more than $35 billion dollars, accounts for a fifth of the international trade, and has helped create 15 million jobs. But it is awash with criminal activity: there is virtually no law-enforcement presence on the open seas, and illegal fishing has greatly depleted the world’s stocks, a third of which are now overfished. Both fishing ships and processing plants rely on forced labor; thousands of Uyghurs and other Muslim minorities have been sent to work in seafood-processing plants, and many fishermen find themselves, in essence, held captive on ships.
