In good news for anyone who started smoking to be noticed and look cool: If you now do it in Hong Kong, their Health Secretary wants everyone to stare at you.
In an effort to create a smoke-free city, Dr. Lo Chung-mau has asked members of the public to stare at smokers in hopes of stopping them from lighting up. "When the members of the public see people in non-smoking areas, even if no law enforcement officers can show up immediately, we can stare at the smokers,” he said.
He also suggested smoking rules should be enforced like rules for waiting for a bus: "No one will say it requires the law to compel people to queue. Our society is able to create a culture where people will comply with this rule of queuing when waiting for buses. I hope the whole of society can build a non-smoking culture."
The staring measures have come as Hong Kong strengthens their anti-smoking procedures. Which – alongside fines and non-smoking areas – now include staring.
