In 1976, Baca founded the City of Los Angeles's first mural program, which produced over 400 murals and employed thousands of local participants, and evolved into an arts organization known as the Social and Public Art Resource Center (@sparcinla)

The Great Wall of Los Angeles, one of the country’s most respected and largest monuments to interracial harmony, was @sparcinla's first public art project and its signature piece. The Great Wall represents the history of ethnic peoples of California from prehistoric times to the 1950s. Begun in 1976 and completed over five summers, The Great Wall employed over 400 youth and their families from diverse social and economic backgrounds working with artists, oral historians, ethnologists, scholars, and hundreds of community members.
